I went outside last night at about 11:00 to go upstairs and give my neighbor a piece of my mind about that television, and he wasn't even in the apartment. He was out for a walk. He wasn't drunk this time, so I was a bit more at ease around him, and I was able to demonstrate that his TV could, in fact, be heard from outside.

I learned that he was hard of hearing, which is why he can't really gauge how much noise comes from his apartment. Joy.

But I also learned that his lease is up next month, and he needs to move out anyway because his dogs need a yard. Also, he's running low on cash.

I imagine if the management provided to get him out of his lease early, he might actually be grateful not to have to spend another $580 on rent. They'd have to waive a bunch of policies, since you have to give notice within 30 days to move out, and next month's rent is due in three weeks. The corporate owners might be an obstacle, too. But it's in their interests to get him out of the complex as quickly as possible.

I might propose this very idea to the management. That wouldn't be wrong, would it?

That would not be wrong to propose that idea.

If you are not the only one who has found Wacky Neighbor annoying, they might see some merit in it.
