I've maxed everything but the grey rocks... and I still lose.

I'm pretty sure the first four moves are: town, forest, castle, water. The water can't go any later, and this way these four all max out. I also know that the treasure must go after the rocks, and the dungeon can go last as long as the castle is maxed.

Yeah, I was at the same level for awhile. I think there's only one sequence that will work.

well, I got to another point where only the tower wasn't maxed yet. That meant my armor wasn't strong enough and the dragon burninated me.

Why water fourth? I did the water dead last and it still showed up as Max...is there something the water does that I'm not seeing?

Water stops the demon from pounding the globe and wreaking more havoc. If you wait too long to add water, the demon destroys the ground under the tower. I think water doesn't level-up at all-- I suppose it's maxed out no matter how you finish the game.

Oh yeah, and water at the right time helps the house/town level-up in the last few turns.
