Perl is nothing like C. It's usually very cryptic, but the code I linked to is actually quite well-written. Soon they'll make a tiny Wiki in Python (http://www.python.org/)... it'd make a great example. Don't get me started.

A Wiki (http://www.c2.com/cgi/wiki) is, quite simply, a web page where every page has an "Edit This Page" link at the bottom, so that anyone may make contributions to it. Yes, anyone. It works (http://www.c2.com/cgi/wiki?WhyWikiWorks), even in public.
