I think it's pretty much ready, as a toy... but EA thinks it should be a game and should have a clear "expansion package" path for them to make money off of it.

We may never get Spore.

But haven't EA sunk enough cash into it at this point that killing it would be foolish? Or do you mean, never get it as it appeared to be?
